Article I Name

The name of this organization shall be the Panzer Student Association; a Class III organization of the SGA.
Article II Purpose
The purpose of this organization shall be to:
A. Foster a concern for progress in the field of physical education and advance the standards of the progression as set forth by professional organizations.
Article III Membership
Section 1. Eligibility
A. All undergraduate, SGA fee paying physical education majors, both men and women, can be a member of the Panzer Student Association.
Section 2. Maintaining membership in good standing.
A. Members must attend general meetings.

B. Members must be actively involved in the planning and functioning of Panzer Student Association activities.

Section 3. Voting Members

A. All members must attend two entire general membership meetings per semester.

Article IV Dues
Dues of $3.00 may be collected a the beginning of each school year. Those who donate $3.00 will be issued a P.S.A. membership card, entitling the holder to reduced fees at all Panzer Student Association functions.
Article V Advisors
The advisors shall be a full-time faculty member in the physical education department. The said advisor shall serve in an advisory capacity only and shall not have a voting privilege. He or she shall be approved by the general membership present by a 2/3 vote.
Article VI Expulsionary Procedures
A. An officer may be removed from office by acting in contradiction or showing irresponsibility with the organization's functioning.

B. An officer may be brought up for removal by written petition submitted to the faculty advisor by 2/3 of the voting membership.

C. Those accusing shall present, in writing, their argument for removal at an emergency meeting called for such purposes, provided the accused has had at least 2 weeks to prepare a defense.

D. The two parties shall present their argument to the membership at an emergency meeting. The voting membership shall decide for removal by a 2/3 vote of all members present.

Article VII Vacancy in Executive Board
If a member of the executive board cannot fulfill his/her term of office, the President shall, with the consent of the executive board and 3/4 approval of general membership present, appoint a replacement for the remaining term. If the President cannot fulfill his/her term of office, the Vice-President shall ascend to the Presidency automatically with all privileges of that office.

Article IX Eligibility for Elected Office
Section 1. For the office of President--candidates are required to have at least two full semesters' previous voting membership in the Panzer Student Association.

Section 2. For all other offices--candidates are required to have voting membership in one full semester.

Section 3. Meetings

To insure proper operation and efficiency of the officers, three mandatory meetings of the executive board per semester are to be held for all elected offices. Meetings will be called by the President with 24 hours notice.

Article X Duties of Elected Officers
Section 1.

A. President, shall preside at all general and executive board meetings and shall be an ex-officio member of all committees. The President shall have one vote in case of a tie. He/she shall also co-sign checks along with the Treasurer.

B. Vice President, shall assume the duties of the President in his/her absence and all other duties as prescribed by the President. The Vice President shall have one vote.

C. Secretary, shall keep a written record of the minutes from all general and executive meetings. He/she shall correspond as necessary for the conduct of Panzer Student Association business. The Secretary shall have one vote. The Secretary shall supply up-to-date organizational information to the SGA.

D. Treasurer, shall keep records of all incomes and expenditures. Shall be responsible for all fund raising projects. All monies shall be deposited in the bank. All checks shall be co-signed with the President. Shall keep an itemized list of expenditures and incomes. Shall be responsible for membership money collected for N.J.A.H.P.E.R.D. & A.A.H.P.E.R.D. The treasurer shall have one vote.

E. Class Representatives, shall attend all executive board meetings. Shall have direct input concerning policies and activities of the Panzer Student Association. Shall speak at class advisement meetings representing the PSA. Shall be responsible for communication with class regarding PSA activities. The class representatives shall have one vote each.

Section 2.

A. Officers must attend all Executive Board and general meetings.

B. Failure to perform the duties as outlined by the constitution will result in procedures for removal from office as specified.

C. No executive board member shall serve 1/2 term excluding the filling of vacancies.

Section 3. All officers shall have the responsibility for training his or her successor.

Article XI Meetings
A. At least two general meetings shall be held each semester of the regular school year (September to June).

B. Emergency meetings may be called by any member of the executive board.

C. Written notification of general meetings must be displayed at least 48 hours prior to the meeting date.

D. Quorum for meetings quorum is a minimum of fifty percent plus one of the voting membership in order to call a meeting to order where business will be legally transacted

E. Transitional meetings. Transitional meetings will be held after the election of the new Executive board with the outgoing executive board. When all organizational materials will be transferred.

Article XII Voting
On matters requiring a vote, excluding elections, a simple majority vote of the voting members present at the voting membership meeting is necessary for action.
Article XIII Committees
Committees will be appointed by the President at his/her discretion with approval from the general membership, or may be composed of volunteers from the membership. The committees' term of office shall expire immediately following the end of the regular school year. The committee chairperson shall be responsible for the actions of the committee and shall be directly responsible to the President.
Article XIV Elections
Section 1- At the end of March the President will select a committee for the sole function of drawing up a slate of candidates for the elected offices. This slate will be presented at a general meeting called in April for this purpose. At this meeting the general membership may formally nominate candidates for all elected offices, with the exception of the Freshman Class Representative.

A. The election committee shall consist of one chairperson a minimum of two and a maximum of four committee members.

B. Duties of the election committee shall be:

1. Prepare slate of candidates

2. Prepare final list of candidates for elected offices.

3. Place candidates statements on Panzer Student bulletin board in Coder Lounge of Panzer Gymnasium. Statements must remain posted for two weeks prior to the election date, and until the election is completed.

4. Set up with 2 faculty members, and man voting station in Coder Lounge of Panzer Gymnasium.

5. Check off names of all Panzer Student Association members as they vote.

6. Tabulate votes with 2 faculty members.

7. Announce newly elected officers names on the PSA bulletin board in Coder Lounge.

8. Plurality of the votes cast is required to win.

Section 2 - Procedures for Nominees

A. Prepare a written statement describing candidates' reason for running for office.

B. Deliver statement to election committee chairperson no later than one week after official nomination.

C. Any candidate for any office cannot be, in any way associated with the election procedures.

Section 3 - Voting

A. Voting shall be by secret ballot

B. All PSA voting members shall be granted one vote.

C. Voting shall be held for 3 consecutive days during the first full week in May.

Section 4 - Term of office

A. All elected officers shall serve one term effective June 1st and termination May 31st of the following year.

B. Freshman class representative shall be elected, following the same election procedures as stipulated in Article XIV, Section 2, a minimum of one month into the school year, thus allowing Freshman time to acquaint themselves with the functions of the Panzer Student Association.

Article XV Amendments to the Constitution
A. A committee shall be appointed by the President, with consent from the quorum, to study all proposed changes to the constitution.

B. This committee shall submit its recommendations of changes or additions to the constitution to the general to the constitution to the general membership at least two weeks prior to the meeting date set for voting upon said recommendations.

C. Changes or additions to the Constitution must be approved by 2/3 of members of the PSA.

D. Final approval by the Montclair State University SGA Inc. is necessary before any change goes into effect.

Article XVI Rules of Order
The proceedings and deliberations of the Panzer Student Association shall be governed by procedures established in Roberts Rules of Order.
Article XVII
All powers not expressed in this document are hereby delegated to the Student Government Association, Inc., of Montclair State College.
Article XVIII- Advertising Policy
This organization shall use only its full charter name (or a recognizable abbreviation) in its advertising for all meetings and events. All advertising shall state "Class III of the SGA, Inc."
