University Senate Council  Description
SECTION A. Names
  1. Academic Affairs
  2. Administrative Affairs
  3. Student Affairs
SECTION B. Membership
  1. All voting members of the University Senate shall be nominated to Council seats except the Officers.
  2. Non-voting University Senate members may participate in Council discussions without vote.
  3. No Council shall have fewer than nine members including the Chair.
  4. Council assignments shall be for one year, save for the Chair, who shall be elected by the Senate for a term of 2 years.
  5. In determining the distribution of Senators among the Councils, the Executive Board shall give primary consideration to the expressed preferences of each Senator.
SECTION C. General Purposes
  1. Each Council, in cooperation with the Standing and Advisory Committees in its areas of responsibility, shall participate in the formulation of recommendations and policy positions bearing upon the Council's area of concern.
  2. Each Council shall seek out and identify problems and concerns within its area of responsibility.
  3. Each Council shall be responsible to the University Senate for the review and continuous evaluation of the affairs of the University community within the area of the Council's charge and concern.
SECTION D. Responsibilities
  1. Councils shall receive statements and/or recommendations from any group or individual in the University community for review, comment, or action.
  2. Councils shall receive Standing and Advisory Committee reports.
  3. Councils shall review Committee reports and bring policy recommendations or resolutions to the University Senate for discussion and approval. Recommendations about procedural matters shall be forwarded directly by the Committee to the appropriate administrator, with a copy to the Council.
  4. A Council's recommendation or resolution may not veto a Committee's report or revise a Committee's proposal. A Council may forward a dissent for deliberation by the full University Senate.
  5. Councils shall inform Committees of all actions taken.
SECTION E. Academic Affairs Council
  1. The purpose of the Academic Affairs Council shall be to participate in the formulation of policy positions bearing upon the academic life of the University, such as:
    • Threats to academic freedom not covered contractually through the agreement with the faculty/professional staff Bargaining Agent. "Academic freedom," however, is defined contractually.
    • Undergraduate and graduate curricula and degrees.
    • Undergraduate, graduate, and extension programs and courses.
    • Grading and evaluation of students.
    • Academic direction and standards for research programs and facilities.
  2. Functions of the Academic Affairs Council shall be carried out through committees as described in the Bylaws.
SECTION F. Administrative Affairs Council
  1. The purpose of the Administrative Affairs Council shall be to participate in the formulation of policy positions bearing upon the ongoing conduct and the general development and expansion of the University, such as:
    • Facilities
    • Scheduling and reservations procedures
    • Internal and external communications
    • Investigation of new programs, needs, and opportunities
    • Priorities in the fiscal support of University programs
    • Budget preparation
  2. Functions of the Administrative Affairs Council shall be carried out through committees as described in the Bylaws.
SECTION G. Student Affairs Council
  1. The purpose of the Student Affairs Council shall be to participate in the formulation of policy positions bearing upon student life of the University, such as:
    • Faculty-student relations
    • Student rights and responsibilities
    • Investigation of student needs
    • University Senate liaison with the Student Government Association and the Graduate Student Organization
  2. Functions of the Student Affairs Council shall be carried out through committees as described in the Bylaws.
