Police
All emergencies at Montclair State University
must be reported to the University Police. MSU Police are
the primary responders to all emergent incidents on campus. We
dispatch Fire and EMS when they are required. The University Police
Department is a full service law enforcement agency and is in
operation 24 hours a day 365 days a year.

In an on-going proactive effort to fulfill our mission www.montclair.edu/police)
the University Police Department has established the following procedures
that relate directly to the US Department of Homeland Security Advisory
System and its recommendations.
When the nation's threat level changes the University Police
Department is notified by a nationwide teletype message. The message
is sent to all law enforcement in the country so the may take
action if necessary.
Low Condition (GREEN)
- Emergency response plans are reviewed and updated
- Officers will receive specialized training when available
- Facilities are surveyed to assure limited vulnerability and
measures are taken to mitigate vulnerabilites
Guarded Condition (BLUE)
- All duties at previous condition
- Check function and reliability of communications equipment and
emergency contact numbers
- Advise community of information that may help Police act
Elevated Condition (YELLOW)
- All duties at previous condition
- Increased patrols with focus on critical facilities and locations
- Intellegence bulletins are collected and information is disseminated
to patrols daily
- Assess threat intelligence and, if relevant, take extra precautions
- Have contingency and emergency response plans in place
High Condition (ORANGE)
- All duties at previous condition
- Coordinate security efforts via meetings with Federal, State,
County and local law enforcement and OEMs
- Take extra precautions at public events and consider cancellations
- Cancellation of vacation and other unnecessary time off for
police officers and enact 24 hour on-call status for
officers.
- Re-assignment of special units/bureaus to patrol
- Consider adjustment to police work hours/schedules to allow
for greater staffing and coverage.
- Prepare to enact contingency and emergency response plans.
- Consider restricting access to the University by screening vehicles
entering campus
Severe Condition (RED)
- All duties at previous condition
- Execute contingency and emergency response plans where necessary
- Implement modified work schedule for police to provide maximum
staffing
- Assign officers to address critical needs
- Assign specially trained officers to specific details
- Coordinate efforts with Crisis Management Team on campus and
specialized Task Forces off campus
- Coordinate response of outside agencies with specific assignments
(Red Cross, Fire Departments, State and County OEMs)
- Cancellation of all public events
- Closure of non-necessary roadways entering campus
- Screen all vehicles entering and exiting campus at main entrance
and exit (Normal Ave)
- Allow only community members with verified legitimate business
on campus
- Shelter community members who are unable to leave campus
- Coordinate response efforts with other university departments
on campus to provide for shelter, food, etc.
