University Organization and Structure As a comprehensive
public institution, Montclair State University's patterns of governance,
organization, and administration are complex and multilayered, reflecting
both the comprehensive nature of the University's mission and the intricate
relationships it maintains with a variety of distinct constituencies such
as students, faculty, staff, alumni, the state government, and accrediting
groups. Montclair's Board
of Trustees exercises the powers and duties necessary for the control
and management of University affairs. The Board is composed
of voting members who are drawn from business and the professions, and
includes an undergraduate student from MSU; a second undergraduate student
and the President serve as non-voting members. The three officers of the
Board of Trustees are a chair, vice chair, and secretary. The Board maintains
an Executive Committee, four standing committees for Academic Program
Planning, Facilities, Personnel, and Appeals, and ad-hoc committees. The
term of office for a voting (non-student) Board member is six years. A
faculty representative is appointed by the Board to a two-year term and
meets regularly with the Board. The University administration
consists of the President, Provost/Vice President for Academic Affairs,
Senior Vice President for Administration, Vice President for Finance and
Treasurer, Vice President for Human Resources, Vice President for Student
Development and Campus Life, and Vice President for University Advancement. As the chief executive
officer, the President is appointed by and reports to the Board of Trustees.
The President is responsible for the management of the University and
for the execution and enforcement of the rules, regulations, and orders
governing its conduct and administration. The other offices in the President's
division are University Counsel and Government Relations. The Provost/Vice
President for Academic Affairs is the chief academic officer and, in the
absence of the President, serves as acting President. The Provost reports
directly to the President and oversees the three Colleges, three Schools,
and Library. The Provost has overall responsibility for academic program
development and faculty. The Honors Program, Global Education, Gifted
and Talented Programs, and Summer Sessions/Special Programs report to
the Associate Vice President for Academic Affairs for Curriculum and Instruction.
The New Faculty Program is coordinated by the Associate Vice President
for Academic Affairs for Personnel and Resource Planning. The Senior Vice President
for Administration is responsible for guiding and integrating resource
planning and management. The Senior Vice President also coordinates and
provides strategic direction to the offices of the Vice President, Finance
and Treasurer, facilities management, facilities operations, budget operations,
planning, information technology, institutional research, and the continuous
quality improvement program. As noted, the Vice
President for Finance and Treasurer reports to the Senior Vice President
for Administration and is responsible for controller and accounting functions,
bursar, cash management, bonding and debt management, external auditor,
risk management, business partnerships, purchasing and central receiving. The Vice President
for Human Resources is responsible for the direction of the daily operations
of human resource services including training and development, employee
relations, the compensation and benefits program, staffing services, and
payroll services. The Vice President is the chief management negotiator
at the local level and representative to the management negotiating teams
at statewide negotiations. The Vice President provides leadership in developing
policies related to employees of the University and ensures that the policies
are implemented in a manner consistent with law, University regulations,
and a commitment to a fair and equitable working environment. The Vice President
for Student Development and Campus Life coordinates and supervises the
activities of the Academic Success Center, Admissions, University Police
Department, Financial Aid, Registration, Residence Life, Dean of Students
and Athletics. The following offices report to the Vice President through
the Dean of Students: Health and Wellness Programs, Student Activities,
Counseling and Psychological Services, Student Center, Women's Center,
Leadership Programs and the University Ombudsperson. In addition, the
Vice President, assisted by the Dean of Students and the two Associate
Deans of Students, serves as an advocate on behalf of all students. The Vice President for University Advancement has overall management and fiscal responsibility for all of the institution's external relations, encompassing Alumni Relations, Development, Communications, and the MSU Foundation. The offices of Community Relations and Special Events, Public Information, and Publications report to the Vice President through the Director of Communications. The offices of the Annual Fund, Development Research, Major Gifts, and the MSU Foundation report to the Vice President through the Director of Development. Organizational
