1. Where can I park?
The University parking regulations are in effect 24 hours a day, 7 days a week, and 365 days a year. Vehicles may be parked only in areas designated by the type of permit displayed by that vehicle.
Motor vehicles can only be parked on campus in areas specified by the type of permit issued to your car, in a parking deck or in metered spaces.
2. Where am I not allowed to park?
Parking is not permitted in areas
- posted as “No Parking Zone,” "Fire Zone,” or “Loading Zone”
- obstructing a crosswalk, driveway, sidewalk, bike lane, delivery area, loading zone, parking stall, disabled curb cut, or access to an entrance or exit of a parking lot
- on lawns or cultivated areas
- at yellow curbs or hash-marked areas
- on any roadway
- in a parking lot in a manner that interferes with the flow of traffic.
The only acceptable parking spaces are those marked with two white or blue lines on either side.
In the Red Hawk Deck, oversized vehicles such as large SUVs, trucks, or other oversize vehicles may not park in spaces marked for compact cars.
There is no parking in the Children’s Center parking lot unless the individuals have children enrolled in this program. For those individuals, the parking spaces in this lot are for pick-up and drop-off only, and have a 30 minute time limit.
There is no parking, standing, or stopping on any roadways on campus. Stopping, standing, or idling for the purposes of picking up or discharging passengers is prohibited on all roadways and in areas that block access to driveways, sidewalks, stairs, delivery areas, bike lanes, loading zones, parking stalls, curb cuts for the disabled, or entrances and exits to parking lots. There is no parking, stopping, standing, or idling permitted within the campus core, which has been designated a pedestrian area only for safety purposes. Applicable rules and regulations are also enforced by University police, who issue citations returnable to the local municipality in which the violation took place.
It is critical that the rules prohibiting parking in persons with disabilities spaces and fire zones be observed at all times since violation of these rules could obstruct emergency equipment or disabled individuals’ access. Furthermore, it may be necessary to post temporary “Emergency No Parking” signs, which are required to be observed as well. The applicable rules and regulations are also enforced by University police, who issue citations returnable to the local municipality in which the violation took place.
Within lots, do not park outside of the striping that marks parking spaces. Individuals may park on campus only if they are here to conduct University business. No University property may be used as a “park and ride” site for commuting by public transportation. Also, storage of vehicles on University property is prohibited. Parking is prohibited in the lot in front of Floyd Hall Ice Arena.
Within the campus core, the operation or parking of motor vehicles is prohibited. Within this zone, no vehicle (moving or parked) may impede pedestrian movement, cause an unsafe condition on walkways, stairways or ramps, or impede pedestrian access to building entrances or exits.
Only emergency vehicles and authorized University vehicles and carts are allowed in the campus core.

4. What do I need to register for a parking permit online?
An active MSU Net ID is required to register for a parking permit via our webpage.
5. I do not have a credit card, so I cannot buy my permit online. What should I do?
You may pay with an e-check online or you may visit the Parking Services office on the first level of the Red Hawk Deck where you will be able to purchase your permit and pay with cash, or Red Hawk Dollars. In-office transactions may be subject to a convenience fee.
6. Can I park in the Red Hawk Deck without an annual permit?
Yes. Permits are not required for short-term parking in the Red Hawk Deck. The Red Hawk Deck is available to all employees, students, and visitors for short-term parking, as space is available. This deck is open for parking and exiting 24 hours a day, 7 days a week. Applicable parking rates are posted. Overnight deck parking expires at 6:00 a.m. the following morning.
7. I know someone who no longer attends MSU. Can I use his/her parking permit?
No. Parking permits, decals, or hangtags are not transferable. Please notify our office if anyone attempts to transfer or sell a parking permit to you. The permit is invalid, regardless of the price you paid for it. Such transactions are improper, and may result in a fine. Parking privileges may not be transferred, assigned or resold to other parties whether or not they are members of the University community.
8. What should I do if my permit is lost, stolen, or damaged?
Stolen permits should be reported to University Police immediately. All costs associated with a lost, stolen or damaged permit are the responsibility of the permit holder. Montclair State University will not issue any permit free of cost.
Members of the campus community are urged to lock their vehicles at all times to protect against parking permit theft.
Use of counterfeit, altered, or transferred permits or transponders is prohibited. Use of permits reported as lost or stolen is prohibited, even if used by the person to whom the permit was originally issued.
A registered vehicle on campus without the permit properly displayed must park in visitor parking.
9. What should I do if my car breaks down on campus?
Disabled vehicles must be reported to the University Police (973-655-5222). The vehicle should be removed as soon as possible and should not obstruct the flow of traffic or endanger safety.
10. What are the specific violations and the fines they carry?

11. How do I appeal a parking citation?
If you believe you did not commit the violation specified on a parking citation issued to you, you may contest the citation on our webpage within twenty-one (21) days of the date the citation was issued.
Municipal tickets must be contested at the municipal court specified on the summons.
12. What are my other responsibilities if I bring a vehicle to MSU?
By virtue of bringing a motor vehicle onto the campus and signing the parking permit application, you agree to abide by the motor vehicle and traffic laws of the State of New Jersey (N.J.S.A. Title 39) and the Montclair State University Parking Regulations. Specifically, you agree to operate the vehicle in accordance with the State’s motor vehicle and traffic laws and these regulations, and to park only in areas designated by your permit. Furthermore, all information that you provide on your parking permit application must be accurate. If the information supplied should change, kindly submit a new parking permit application promptly. Individuals bringing vehicles on campus are wholly responsible for illegally parked or operated vehicles.
13. What is the speed limit on campus?
The speed limit for all directions of travel along all campus roadways is 25 mph, unless otherwise posted. The speed limit for all parking lot lanes is 5 mph. The speed limit in the Red Hawk Deck is 5 mph.
14. What are the consequences of ignoring violations/citation notices?
The University reserves the right to cancel parking privileges at any time. Parking permits remain the property of the University. In addition, any vehicle parked in violation of the MSU Parking Procedures and Policies shall be deemed a nuisance and a menace to the safe or proper regulation of vehicles on campus and may be removed by towing or immobilized by booting. Individuals with outstanding fines of $500 or more will lose the privilege of parking on campus until the fines are paid in full. Furthermore, persons with outstanding fines will be unable to obtain a parking permit for the next academic year until the parking fines are paid in full. Any vehicle with $150 or more in unpaid citations is subject to immediate booting or towing.
In all of the above cases, the owner/operator bears the cost of removal, storage, booting and fines before possession of the vehicle may be regained. Any and all charges associated with towing are the responsibility of the student, and/or registered owner of the vehicle. For students, non-payment of fines can result in a “Hold” being placed upon your ability to register for classes and access transcripts, grades, diplomas, etc. Students will be ineligible to receive parking permits in subsequent years until their outstanding fines are paid in full.
All students will receive e-mail notices at their MSU e-mail addresses of outstanding citations. After three notices, the collection of these fines will be turned over to a collection agency, which will contact the student directly to arrange for collection of outstanding financial obligations due to the University.
15. May I park in a surface lot disabled space as long as I have a state issued blue Persons with Disabilities hangtag or license plate?
No. Monday-Friday, vehicles must display a state issued disabled parking permit as well as a University issued disabled parking permit to park in persons with disabilities spaces in surface lots on campus.
Saturday-Sunday, any vehicle displaying a state-issued persons with disabilities tag or plate may park in any surface lot parking space.

16. What should I do if my vehicle is damaged on campus (collisions, potholes, etc.)?
Contact the office of Risk Management for the appropriate forms at 973-655-7410.
17. Will I need to move my car for Snow Removal efforts in the parking lots?
The Office of Facilities Services makes every effort to ensure that all lots are plowed before classes begin.
In the event that resident lots need to be plowed, The Office of Residential Education & Services will communicate the specific times that the vehicles must be moved, where they should be moved to and when they can return. Vehicle operators who refuse to move their vehicles may be ticketed and/or towed at the owner's expense.
18. Why did I see a parking lot/roadway on campus barricaded?
The University reserves the right to close parking areas and roadways for the purposes of repair and/or safety. Vehicles found parked in areas that have been closed off by barricades, signs or notifications are subject to ticketing and/or towing at the owner's expense.
19. How do contract employees obtain a permit?
Contract employees may obtain a permit through Flex by entering their NetID and password. This permit is effective from September 1-August 31. Contract employees should discuss parking with their hiring department to determine if the permit cost will be paid by the department or the employee.
20. How do I obtain a parking permit as a freshman resident?
Freshman resident students are not permitted to park on campus, except on weekends. You may fill out a Parking Exceptions Request, however, please keep in mind that exceptions are granted to those with medical needs or course-related activities that necessitate a car. All requests must be supplemented with the appropriate documentation from a physician or professor.

22. What options are available to Commuter Students who need to park on campus overnight?
The recent initiative to discontinue overnight parking (between 2:00 am and 6:00 am) in CarParc Diem Parking Deck for students with Commuter permits is intended to maintain current permit prices, allow for daily maintenance of the CarParc Diem Parking Deck while, at the same time, considering Resident Students who, essentially, pay more for a permit that authorizes overnight parking. This recent change has brought about questions related to alternative overnight parking options and accessibility to the campus during these hours. Parking options available to you between 2:00am and 6:00am are as follows:
Red Hawk Deck: Overnight and Visitor parking is available in the Red Hawk Deck. Rates and Prices are available online.
Pay-By-Phone Services: Phone numbers and location codes for PayByPhone services are available in Commuter and Resident Surface lots and are displayed on parking meters and signs throughout the campus. New users will go through a one-time registration process. Once completed, a prompt will let you know when your parking session has begun.
Stalled or Idled Vehicles: Vehicles parked in the CarParc Diem Parking Deck that have been idled or stalled may contact the parking office at 973-655-7580 to make arrangements. Parking Services provides jump-starts to vehicles that are stalled due to dead batteries.

1. What forms of payment do you accept? (In Office vs. Online)
We accept Visa and MasterCard for short-term parking in the Red Hawk Deck only. For all other office payments, we accept cash or Red Hawk Dollars. We accept Visa, MasterCard, AMEX and Discover online. We also accept E-checks online where you can use your bank account to pay for permits.
2. What are convenience charges? Why do I have to pay them?
Like the Bursar’s office, the Parking Office does not directly accept credit cards for payment of citations or permits. We have arranged with Sallie Mae to accept credit cards on our behalf. Sallie Mae accepts Visa, AMEX, MasterCard, Visa, and Discover. The non-refundable convenience fee charged based on and in addition to your payment amount is to cover the cost of merchant service fees.
3. What’s the credit card convenience fee?
The Credit Card Convenience Fee is 2.65% of the total amount paid.
4. What’s the E-Check convenience fee?
There is no convenience fee charged for using E-check’s.
5. Why don’t you accept payments over the phone?
For security reasons the Parking Services office cannot accept credit cards in person, over the phone, or by mail. We have contracted with Sallie Mae to provide payment options over the web. Sallie Mae uses state of the art technology to assure that each transaction is as secure as possible. Credit card numbers and other sensitive information will not be taken and stored by Montclair State University.
6. I am hitting “Back” on the SallieMae site and it won’t let me go back. What’s wrong?
Sallie Mae has tight website controls to ensure a transaction can be processed or cancelled. You must hit “Cancel” at the bottom of the page and not the back button (as stated on the page).
7. What happens if I don’t pay my citation?
All unpaid citations will result on a hold on a student account. This is similar to outstanding balances on tuition, residence fees, course fees, etc. The hold will prevent students from registering for classes, obtaining transcripts, or completing other important tasks on campus. In addition, the citation will go to a collections agency.
8. What happens if my E-Check is returned for insufficient funds or incorrect bank account number?
If MSU receives any returned payments your account will be flagged and e-check will not be accepted as payment again. If paying with an e-check, Montclair State University waits approximately 3 business days before removing any type of transcript or registration holds. If the E?check payment was made for a permit, the permit will automatically be put into a deactivated status. If the permit is found to be in circulation on the campus, a $400.00 Fraudulent Permit fine will be assessed to the individual and a boot will be placed on the vehicle. If the E?check payment was made for a citation, the citation balance will be reinstated and remain outstanding. Please note that the E-check only gives you the option to pay from your personal checking/savings accounts. Do not use the account number printed on your ATM card.
9. How long do refunds take?
Refunds are issued by IMPARK for payments received in cash, by check or by money order, and will be received in the form of a check within 4-6 weeks. Refunds issued through accepted Credit Cards are dependent upon the Credit Card holder’s financial institution. While Parking Services will refund a Credit Card or E?Check transaction immediately, individual banks offer their customers different processing times to receive the money back onto customer accounts.
