
By definition a person who is qualified by a physician to be either temporarily or permanently disabled is eligible for a State issued disabled parking sticker or hangtag. A qualifying disability can include, but is not exclusive to, mobility disabilities to body or limb; medical disabilities such as cardiac or respiratory conditions; and psychological or emotional disabilities.
State issued hangtags or license plates, and University hangtags - Those persons who have been qualified by a physician to be either temporarily or permanently disabled and have applied for and received a State issued hangtag or license plates are eligible to park on campus within the following guidelines:
Campus community - The campus community consists of full-time and part-time students, faculty and staff. If you have been issued a State hangtag or license plate, and you have registered your vehicle with Parking Services and are applying for a University parking permit, you are eligible to receive a University hangtag allowing you to park in surface lot spaces designated for parking for persons with disabilities. Please see the Parking Regulations which delineate how to receive your University disabled parking hangtag.
Metered spaces - Spaces located in surface lots that are managed by paid meters are open to visitors, students, faculty or staff, and no University parking permit is required. If you also have a State-issued sticker or hangtag, you are required to feed the parking meter only once per parking occasion, with a maximum of 24 hours.

Monday-Friday, vehicles must display a state issued handicapped parking permit as well as a University issued handicapped parking permit to park in handicapped spaces in surface lots on campus.
Saturday-Sunday, any vehicle displaying a state-issued handicapped tag or plate may park in any surface lot parking space.
Visitors to our campus who have a State issued hangtag or license plate for parking in spaces for persons with disabilities are permitted to park in such spaces located in the Red Hawk Deck or in regular metered spaces Monday-Friday. Saturday-Sunday, any vehicle displaying a state-issued handicapped tag or plate may park in any surface lot parking space. Tickets - The University Police issue summons for violations of State and Federal regulations. MSU Parking Services issues summons for violations of University regulations. If your vehicle is found on campus with outstanding fines of $100.00 or more, the authority to park your vehicle on campus which your permit conveys will be revoked and your car will be booted or towed.
If you would like to pay or challenge a ticket that was issued by Parking Services, you may do so via E-park.
Tickets issued by University Police for parking in handicapped parking spaces or fire zones are municipal offenses returnable to the municipality listed on the summons.
The Transportation for Persons with Disabilities (PWD) program provides members of the University's faculty, staff, and visitors who have disabilities with a ride between their building or vehicle and a campus destination. Transportation needs are served with a lift-equipped, handicapped-accessible vehicle with access to the campus core. It is requested that reservations for PWD transportation be made one week in advance, whenever possible, for regularly scheduled classes or itineraries of students and employees. Requests for service for visitors can be made by calling 973-655-5444 or by e-mail to servicedesk@mail.montclair.edu. Please advise the dispatcher of any changes to a previously scheduled reservation.
Transportation around campus is provided via the MSU Shuttle Bus service. All University shuttle buses are equipped with wheelchair lifts and are accessible to the disabled. Shuttle buses are on a 24/7 schedule during the Academic Year providing transportation between parking lots, the residence facilities, the Red Hawk Deck and other outer campus locations.
