Violations & Fines

STUDENTS: Non-payment of fines can result in a "Hold" being placed upon your ability to register for class and access your transcripts, grades, etc.  In addition, you will be unable to obtain a new parking permit for the next academic year.  Students with excessive outstanding fines may lose the privilege of parking on campus and find their vehicles booted or towed if they attempt to bring them to campus.  Any and all charges associated with towing are the responsibility of the student, employee, and/or registered owner of the vehicle.  Unpaid fines will be forwarded to a collection agency for payment, with the cost of collections to be borne by the owner or operator of said vehicle.

EMPLOYEES: Any employee with outstanding unpaid fines of any amount will not be eligible to obtain a parking permit until such time as the fines are paid.  Where an employee is in possession of a current parking permit, that permit will be revoked automatically if the employee accumulates outstanding unpaid fines of $100 or more.  Unpaid fines will be forwarded to a collection agency for payment, with the cost of collections to be borne by the owner or operator of said vehicle.

Tampering with University Equipment

  • Removing, defacing, repositioning, altering or stealing immobilization devices, gate arms, parking meters or other University equipment.
  • May include state or municipal, or University disciplinary sanctions where appropriate.

Fraudulent permit:

  • Possession, use, or display of a reproduced, altered, or stolen parking permit.
  • Permit holder whose permit has been reproduced or altered.
  • Obtaining a permit through fraud or false pretenses.
  • Permit transferred to another vehicle without authorization.
  • May include judicial action where appropriate.
Parking in a reserved carpool space/unauthorized use of a carpool permit:

Parking without a permit

  • Failure to purchase a permit.
  • Parking a vehicle without a valid MSU parking permit displayed.
  • Parking in the Red Hawk Deck or surface lot with over $100 in outstanding citations.
  • Tinted windows prevent Parking Services staff from seeing your permit and can result in this type of citation.

Unauthorized parking

  • Parking in a restricted area or lot.
  • Parking in an area not specifically authorized by the permit.
  • Parking in a reserved or restricted space for which the vehicle is not authorized.
  • Parking on lawns, cultivated areas, and sidewalks.
  • Parking in an area which is not a marked parking stall.
  • Blocking access to parking lots, parking spaces, roadways, walkways or loading docks.
  • Impeding traffic flow.
  • Parking beyond permitted and/or posted hours. No overnight parking in general lots.
  • Parking large vehicles in spaces marked for compact vehicles.
  • Vehicles displaying an MSU permit wich are not registered with Parking Services.

Registered vehicles not displaying authorized parking permit

  • Vehicles which have been registered with Parking Services not displaying a permit on a given day.
  • Improper display of a permit.
  • Failure to display a valid permit in such a manner that the permit type, expiration date, and/or barcode are clearly visible.
  • Tinted windows prevent Parking Services staff from seeing your permit and can result in this type of citation.

Citation Appeals

Parking Citations can be paid and/or challenged online via E-Park.

Citations may be appealed within ten (10) days of the date that the citation was issued. After ten days, the right to appeal is lost and the violator is responsible for any fines associated with the citation. If the violator is in excess of $100 in fines, the vehicle is subject to booting and/or towing.

Appeals will not be granted for the following reasons:

  • Ignorance of MSU's Parking Regulations
  • Parking illegally for a short time
  • Expired meters
  • Lost/Missing citation

Municipal Parking Summonses

Tickets issued by the Montclair State University Police Department for parking in handicapped parking spaces or fire zones are municipal offenses returnable to the municipality listed on the summons. By law, violators of these infractions can incur fines of $250 plus court costs of $35 for unauthorized parking in a handicapped parking space or $44 for parking in a fire zone.
