
Administration
The University Administration consists of the President, Provost/Vice President for Academic Affairs, Vice President for Finance and Treasurer, Vice President for Human Resources, Vice President for Information Technology, Vice President for Student Development and Campus Life, and Vice President for University Advancement.
As the chief executive officer, the President is appointed by and reports to the Board of Trustees. The President is responsible for the management of the University and for the execution and enforcement of the rules, regulations, and orders governing its conduct and administration. The other offices in the President's division are University Counsel and Government Relations.
The Provost/Vice President for Academic Affairs is the chief academic officer and, in the absence of the President, serves as acting President. The Provost reports directly to the President and oversees the four Colleges, one School, the Library, Global Education, Office of Research and Sponsored Programs and the Honors Program. The Provost provides academic leadership and has overall responsibility for academic program development and faculty. The Vice Provost for Academic Affairs reports directly to the Provost and coordinates and provides oversight for academic personnel procedures for full-time faculty and assists/advises on policy issues related to personnel matters, staffing and enrollment patterns. The Vice Provost serves in advocacy role for academic personnel and as ombudsperson for faculty-related issues for the Provost. The Vice Provost provides administrative oversight for the Office of the Registrar, Graduate Admissions and Support Services, Summer Sessions and Curriculum Administration, The Gifted and Talented Program, and general support in the management of Academic Affairs.
The Senior Vice President for Administration is responsible for guiding and integrating resource planning and management. The Senior Vice President also coordinates and provides strategic direction to the offices of Facilities Operations, Facilities Planning & Construction, Finance & Treasurer, and Information Technology. Additional responsibilities include budget and planning operations, and institutional research.
The Vice President for Finance and Treasurer reports to the Senior Vice President for Administration and is responsible for controller and accounting functions, bursar, cash management, bonding and debt management, external auditor, risk management, and business partnerships.
The Vice President for Human Resources is responsible for the direction of the daily operations of human resource services including training and development, employee relations, the compensation and benefits program, personnel services, and payroll. The Vice President is the chief management negotiator and/or representative to management negotiating teams at the local level and primary institutional liaison to statewide negotiations. The Vice President provides leadership in developing policies related to employees of the University and ensures that the policies are implemented in a manner consistent with law, University regulations and a commitment to a fair and equitable working environment.
The Vice President for Information Technology is responsible for all aspects of management, planning, and program development of information technologies across all operating divisions of the University. Reporting directly to the President, the Vice President for Information Technology is the principal technology architect for the University and provides leadership in developing, communicating, and implementing strategic plans for all aspects of academic and administrative computing, networking, and telecommunications.
The Vice President for Student Development and Campus Life coordinates and supervises the activities of the Academic Success Center, Admissions, University Police and Security, Financial Aid, Residence Life, and Student Center. The following offices report to the Vice President through the Dean of Students: Center for Health Services and Wellness Programs, International Services, Counseling and Psychological Services, and Women's Center. In addition, the Vice President, assisted by the Dean of Students and the two Associate Dean of Students, serves as an advocate on behalf of all students.
The Vice President for University Advancement has overall management and fiscal responsibility for all of the institution's external relations, encompassing Alumni Relations and University Events, Advancement Services, Development, Career Development and Community-Based Learning, Communications and Marketing, and the MSU Foundation.
The Deans of the four Colleges and one School are responsible directly to the Provost/Vice President for Academic Affairs for developing and executing policies and procedures in all matters pertaining to the curriculum; the recruitment, promotion and retention of faculty members; and the advisement of students in their respective colleges/schools. The Dean of Library Services is responsible for supervision of Sprague Library and Library Services. They meet regularly with the VPAA and each other through the Academic Deans' Council, and with the other Vice Presidents through the Management Council. The four colleges are Arts, Education and Human Services, Humanities and Social Sciences, and Science and Mathematics. The one school is Business.
Department chairs are elected by members of the department and appointed by the President to serve for a term of three academic years. Released time is granted depending on the size of the department and other factors, and modest stipends are provided for summer work.
The chair has the responsibility to work with the faculty and students of his/her department in the following areas: articulation of department policies, curriculum and course development, scheduling and personnel actions, fiscal management, long-range planning, student advisement, maintenance of facilities and equipment, and supervision of office staff.
