H.E. Luis Gallegos Chiriboga (born 13 December 1946), is an Ecuadorian diplomat. At present, he is the Ambassador Extraordinary and Plenipotentiary, Permanent Representative of Ecuador to the United Nations in New York. Gallegos served as the Permanent Representative of Ecuador to the United Nations in Geneva three times. He was a member of the UN Committee against Torture. Prior to his appointment to the United Nations, Gallegos served as Ecuador's Ambassador to the United States from 2005 to 2011.

Gallegos earned his bachelor's degree in Social and Political Science, and a master of arts degree in political science from Tufts University's Fletcher School of Law and Diplomacy. In addition, he holds a Doctor of Law degree from the Central University of Ecuador. He speaks English, French, and Spanish, and has two children with his wife Fabiola Jaramillo Almeida de Gallegos.
