But the mental well-being of our youngest children can often go overlooked. Legislators Thursday heard unique testimony from parents and advocates who say the best time to focus on mental health starts immediately at birth.<\/p>\n<p>Dr. Mulcahy said, \u201cTo think that \u2018oh my goodness, there\u2019s a baby that might have something wrong or be in distress,\u2019 we don\u2019t want to think about it.
