New Position<\/h3>\n<ol>\n<li><b>Prior to initiating a request for a new position<\/b><span style=\"font-weight: 400\"> via the <\/span><b>\u201cCreate Position\u201d<\/b><span style=\"font-weight: 400\"> process in Workday, the hiring manager <\/span><b>must<\/b><span style=\"font-weight: 400\"> confirm the following:<\/span>\n<ol type=\"a\">\n<li><span style=\"font-weight: 400\">Contact the Budget and Planning Office and\/or Grant Accounting Office (if applicable) to verify authorization and funding resources for the position.<\/span><\/li>\n<li><span style=\"font-weight: 400\">Contact the Classification &amp; Compensation Office to verify the appropriate classification and compensation for the position and finalize the job description.<\/span><\/li>\n<li><span style=\"font-weight: 400\">For all classified positions, Human Resources is required to confirm there is no pre-existing candidate pool with the State\u2019s Civil Service Commission prior to external posting.<\/span><\/li>\n<\/ol>\n<\/li>\n<li><span style=\"font-weight: 400\">The hiring manager will initiate <\/span><b>\u201cCreate Position\u201d<\/b><span style=\"font-weight: 400\"> in Workday. The position will flow through the approval process. For assistance completing the steps, please refer to <\/span><a href=\"https:\/\/www.montclair.edu\/human-resources\/wp-content\/uploads\/sites\/181\/2019\/08\/REF_Create-a-Position.pdf\"><b>Create a Position<\/b><\/a><span style=\"font-weight: 400\">.<\/span><\/li>\n<li><span style=\"font-weight: 400\">Once the position has been approved and if the hiring manager is ready to proceed with posting\/advertising the position, the hiring manager will initiate <\/span><b>\u201cCreate Job Requisition\u201d<\/b><span style=\"font-weight: 400\"> in Workday. Please note that the following <\/span><a href=\"https:\/\/www.montclair.edu\/human-resources\/wp-content\/uploads\/sites\/181\/2025\/07\/Recruitment-Plan-Template-WD-Recruiting_7-10-25.pdf\"><b>Recruitment Plan<\/b><\/a><span style=\"font-weight: 400\"> must be attached. The job requisition will flow through the approval process. For assistance with completing the steps, please refer to &#8220;<\/span><a href=\"https:\/\/www.montclair.edu\/human-resources\/wp-content\/uploads\/sites\/181\/2019\/08\/REF_Create-a-Job-Requisition.pdf\"><b>Create a Job Requisition<\/b><\/a><span style=\"font-weight: 400\">&#8220;.<\/span><\/li>\n<li><span style=\"font-weight: 400\">After the job requisition is approved, a Recruiter is assigned and they will post the position.<\/span><\/li>\n<\/ol>\n<h3>B. Replacement Position<\/h3>\n<ol>\n<li><span style=\"font-weight: 400\">If the hiring manager is <\/span><b>replacing <\/b><span style=\"font-weight: 400\">the vacant position as-is (same job profile, position level and range), the hiring manager will initiate <\/span><b>\u201cCreate Job Requisition\u201d<\/b><span style=\"font-weight: 400\"> in Workday. Please note the following <\/span><a href=\"https:\/\/www.montclair.edu\/human-resources\/wp-content\/uploads\/sites\/181\/2025\/07\/Recruitment-Plan-Template-WD-Recruiting_7-10-25.pdf\"><b>Recruitment Plan<\/b><\/a><span style=\"font-weight: 400\"> must be attached. The job requisition will flow through the approval process. For assistance completing the steps, please refer to <\/span><a href=\"https:\/\/www.montclair.edu\/human-resources\/wp-content\/uploads\/sites\/181\/2019\/08\/REF_Create-a-Job-Requisition.pdf\"><b>Create a Job Requisition<\/b><\/a>\n<ol type=\"a\">\n<li><span style=\"font-weight: 400\">For all classified positions, Human Resources is required to confirm there is no pre-existing candidate pool with the State\u2019s Civil Service Commission prior to external posting.<\/span><\/li>\n<\/ol>\n<\/li>\n<li><span style=\"font-weight: 400\">After the job requisition is approved, a Recruiter will be assigned and they will post the position. <\/span><b>Note<\/b><span style=\"font-weight: 400\">: If the hiring manager is looking to change the position or replace the position with a different job profile, position level, range or funding source, the hiring manager <\/span><b>must <\/b><span style=\"font-weight: 400\">confirm the appropriate funding with the Budget\/Grant Accounting Office and contact the Classification and Compensation Office to determine if they will need to initiate <\/span><a href=\"https:\/\/www.montclair.edu\/human-resources\/wp-content\/uploads\/sites\/181\/2019\/08\/REF_Edit-Position-Restrictions.pdf\"><b>Edit Position Restrictions<\/b><\/a> <span style=\"font-weight: 400\">or<\/span> <a href=\"https:\/\/www.montclair.edu\/human-resources\/wp-content\/uploads\/sites\/181\/2019\/08\/REF_Create-a-Job-Requisition.pdf\"><b>Create a Job Requisition<\/b><\/a><span style=\"font-weight: 400\">.<\/span><\/li>\n<\/ol>\n<h3>C. Additional Considerations<\/h3>\n<ol>\n<li><span style=\"font-weight: 400\">When creating a job description, include the following:<\/span>\n<ol type=\"a\">\n<li><span style=\"font-weight: 400\">Specific job duties and responsibilities<\/span><\/li>\n<li><span style=\"font-weight: 400\">Required and preferred job experience, if applicable; specify the required minimum number of years of experience.<\/span><\/li>\n<\/ol>\n<\/li>\n<li><span style=\"font-weight: 400\">Keep in mind the selected finalist must satisfy all minimum required qualifications delineated in the job description.<\/span><\/li>\n<\/ol>\n<p><strong>Note:<\/strong> In certain extenuating circumstances, a department\/unit may request a Direct Appointment. Please see the <em>Direct Appointments<\/em> section.<\/p><\/div><\/div><\/p><\/div><\/div><div class=\"prpl-step\"><div class=\"prpl-step-number\"><span class=\"label-part\">Step<\/span> <span class=\"number-part\">2<\/span><\/div>\n<div class=\"prpl-step-content\"><div class=\"prpl-drawer\"><div class=\"prpl-drawer-header\">Recruitment<\/div><div class=\"prpl-drawer-content\">\n<h3>Step 2 Recruitment<\/h3>\n<h3>A. Recruitment Plan<\/h3>\n<p><span style=\"font-weight: 400\">Hiring Managers should complete the following <\/span><a href=\"https:\/\/www.montclair.edu\/human-resources\/wp-content\/uploads\/sites\/181\/2025\/07\/Recruitment-Plan-Template-WD-Recruiting_7-10-25.pdf\"><b>Recruitment Plan<\/b><\/a><span style=\"font-weight: 400\"> in order to provide information regarding advertising venues and Search Committee members.<\/span><\/p>\n<ol>\n<li><span style=\"font-weight: 400\">Human Resources will automatically post all positions on <\/span><a href=\"http:\/\/higheredjobs.com\"><b>HigherEdJobs.com<\/b><\/a><span style=\"font-weight: 400\">.<\/span><\/li>\n<li><span style=\"font-weight: 400\">When selecting advertising venues, think creatively and strategically \u2013 the goal is to cast a wide net to yield a diverse and qualified applicant pool. (Ex. professional journals and associations; college\/university placement offices and academic departments; affinity-oriented professional associations; and industry-specific list serves and publications.) Please refer to the following detailed listing of <\/span><a href=\"https:\/\/www.montclair.edu\/human-resources\/talent\/suggested-advertising-venues\/\"><b>suggested advertising venues<\/b><\/a><span style=\"font-weight: 400\">. Human Resources will work with your unit to advertise in desired venues.<\/span><\/li>\n<li><span style=\"font-weight: 400\">All advertisements should direct applicants to the Workday job posting link.<\/span><\/li>\n<li><span style=\"font-weight: 400\">Search Committees shall be composed of individuals reflecting the University\u2019s diverse population. Refer to the <\/span><a href=\"https:\/\/www.montclair.edu\/policies\/all-policies\/search-committees\/\"><b>Montclair State University Policy on Search Committees<\/b><\/a><span style=\"font-weight: 400\"> for detailed guidance.<\/span><\/li>\n<\/ol>\n<h3>B. Application Process<\/h3>\n<ol>\n<li><span style=\"font-weight: 400\">External applicants shall apply to open positions via the <\/span><a href=\"https:\/\/montclair.wd1.myworkdayjobs.com\/JobOpportunities\"><b>Workday jobs portal<\/b><\/a><span style=\"font-weight: 400\">. Internal applicants shall apply to open positions by logging into Workday and searching \u201cFind Jobs.\u201d For further details, refer to <\/span><a href=\"https:\/\/www.montclair.edu\/human-resources\/wp-content\/uploads\/sites\/181\/2019\/08\/REF_Apply-Job-Internally.pdf\"><b>Apply for a Job Internally<\/b><\/a><span style=\"font-weight: 400\">. <\/span><b>Note<\/b><span style=\"font-weight: 400\">: Workday will prompt <\/span><b>all <\/b><span style=\"font-weight: 400\">applicants to complete a Job Application, including voluntary self-identification information.<\/span><\/li>\n<li><span style=\"font-weight: 400\">Human Resources confidentially maintains all self-identification data to aid with various reporting requirements. This information will not be shared with the hiring unit and will not be used when assessing a candidate\u2019s application.<\/span><\/li>\n<\/ol>\n<h3>C. Search Committees<\/h3>\n<ol>\n<li style=\"list-style-type: none\">\n<ol>\n<li><span style=\"font-weight: 400\">Refer to the <\/span><a href=\"https:\/\/www.montclair.edu\/human-resources\/talent\/search-committees\/\"><b>Montclair State University Policy on Search Committees<\/b><\/a><span style=\"font-weight: 400\"> for detailed guidance.<\/span><\/li>\n<li><span style=\"font-weight: 400\">The hiring manager invites the assigned Recruiter to the Search Committee\u2019s initial meeting.<\/span><\/li>\n<li><span style=\"font-weight: 400\">The Search Committee Chair and Search Committee Members, in partnership with the assigned Recruiter, will review applicants in Workday and determine a process for selecting candidates for interviews and conducting those interviews. For assistance with viewing and\/or moving applicants within Workday, please refer to the <\/span><a href=\"https:\/\/www.montclair.edu\/human-resources\/wp-content\/uploads\/sites\/181\/2021\/10\/2021-10-08_REF_Search-and-Hire-Process-for-Search-Chairs_and_Assistants.pdf\"><b>Search and Hire Process for Search Committee Chairs\/Assistants (PDF)<\/b><\/a><span style=\"font-weight: 400\"> and the <\/span><a href=\"https:\/\/www.montclair.edu\/human-resources\/wp-content\/uploads\/sites\/181\/2019\/08\/REF_SearchCommitteeMember.pdf\"><b>Search and Hire Process for Search Committee Members<\/b><\/a><span style=\"font-weight: 400\">.<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/div><\/div><\/div><\/div><div class=\"prpl-step\"><div class=\"prpl-step-number\"><span class=\"label-part\">Step<\/span> <span class=\"number-part\">3<\/span><\/div>\n<div class=\"prpl-step-content\"><div class=\"prpl-drawer\"><div class=\"prpl-drawer-header\">Moving Candidates Through the Search Process<\/div><div class=\"prpl-drawer-content\">\n<p><strong>Step 3 Moving Candidates Through the Search Process<\/strong><\/p>\n<p>Once the finalist has been identified and <strong><u>prior<\/u><\/strong> <strong>to informing a finalist they are being recommended for the position: <\/strong><\/p>\n<ol>\n<li><span style=\"font-weight: 400\">The hiring manager must email a copy of the finalist\u2019s Resume and the Job description to <\/span><a href=\"mailto:class-comp@montclair.edu\"><b>class-comp@montclair.edu<\/b><\/a><span style=\"font-weight: 400\"> and request a salary recommendation for the finalist and cc the following individuals on the email:<\/span>\n<ol type=\"a\">\n<li><span style=\"font-weight: 400\">The<\/span> <a href=\"https:\/\/www.montclair.edu\/human-resources\/contact-us\/human-resources-staff-directory\/\"><b>Recruiter(s)<\/b><\/a><span style=\"font-weight: 400\"> assigned to the Job Requisition<\/span><\/li>\n<li><span style=\"font-weight: 400\">The HR Compliance Office at <\/span><a href=\"mailto:hrcompliance@montclair.edu\"><b>hrcompliance@montclair.edu<\/b><\/a><br \/>\n<strong>Note<\/strong>: <span style=\"font-weight: 400\">It is critical that the search process in the job requisition is kept up to date (e.g., candidates interviewed, candidates declined appropriately, etc.). Failure to maintain current information will delay the review and approval process. <\/span><\/li>\n<\/ol>\n<\/li>\n<li><span style=\"font-weight: 400\">After the Classification and Compensation Office has provided a salary recommendation <\/span><b>and<\/b> <span style=\"font-weight: 400\">the HR Compliance Office has provided approval, the Recruiter will consult with the hiring manager to discuss next steps in the process (i.e., proposed start date, determine the final salary, etc.) The Recruiter will extend the verbal offer. <\/span><\/li>\n<li><span style=\"font-weight: 400\">After the verbal offer has been extended and the finalist has verbally accepted:<\/span>\n<ol type=\"a\">\n<li><span style=\"font-weight: 400\">The Recruiter will update the hiring manager.<\/span><\/li>\n<li><span style=\"font-weight: 400\">The Recruiter will then move the finalist to the Background Check stage in Workday and email the finalist the invitation to initiate the Background Check process.<\/span><\/li>\n<li><span style=\"font-weight: 400\">Hiring divisions\/units <\/span><b>are <\/b><b>not<\/b><b> authorized<\/b><span style=\"font-weight: 400\"> to extend an offer or conditional offers to any candidate. Non-Faculty offers are extended by the Recruiter. Faculty offers are extended by the Dean after consulting with the Provost\/VPAA.<\/span><\/li>\n<\/ol>\n<\/li>\n<li><span style=\"font-weight: 400\">The hiring manager or search committee chair will contact the finalist to complete the reference checking process.<\/span>\n<ol type=\"a\">\n<li>External Finalist:\n<ol type=\"a\">\n<li>Required:\n<ol type=\"a\">\n<li><span style=\"font-weight: 400\">Minimum of three (3) professional reference checks and\/or letters of recommendation<\/span><\/li>\n<li><span style=\"font-weight: 400\">At least one of the three references must be from a former manager (someone who supervised the finalist); the other two references may be from a colleague, cross-functional partner, client, or previous manager.<\/span><\/li>\n<\/ol>\n<\/li>\n<li>Preferred:\n<ol type=\"a\">\n<li><span style=\"font-weight: 400\">One of the references should be from someone at the current employer (even if they no longer work at the organization). However, this is not a requirement; it\u2019s a preference.<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<li>Internal Finalist:\n<ol type=\"a\">\n<li>Required:\n<ol type=\"a\">\n<li><span style=\"font-weight: 400\">One (1) reference check and\/or letter of recommendation from the Current Supervisor.<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<li>Internal Temporary Finalist\n<ol type=\"a\">\n<li>Required:\n<ol type=\"a\">\n<li><span style=\"font-weight: 400\">A minimum of three (3) professional reference checks and\/or letters of recommendation<\/span><\/li>\n<li><span style=\"font-weight: 400\">One of the three reference checks and\/or letters of recommendation from the Current Supervisor.<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<li><span style=\"font-weight: 400\">Reference Check templates can be found in Workday<\/span>\n<ol type=\"a\">\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Log in to Workday:\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Select Menu (on the left side)<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Select Recruiting<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Select Recruiting Dashboard (Instructions on <\/span><a href=\"https:\/\/www.montclair.edu\/human-resources\/wp-content\/uploads\/sites\/181\/2023\/02\/How_to_Add_Recruiting_Dashboard_2023.pdf\"><span style=\"font-weight: 400\">How to: Add the Recruiting Dashboard to your Workday Home<\/span><\/a><span style=\"font-weight: 400\">)<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Reference Check Templates (on the right side)<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Select the appropriate Reference Check Template (Civil Service Level Template)<\/span><\/li>\n<\/ol>\n<\/li>\n<li>Letters of Recommendation:\n<ol type=\"i\">\n<li><span style=\"font-weight: 400\">Letters of Recommendation should include a signature, contact details, including title, email, and phone number.<\/span><\/li>\n<li><span style=\"font-weight: 400\">Email recommendations are acceptable and should include an email signature with contact details, including title and phone number.<\/span><\/li>\n<\/ol>\n<\/li>\n<li><span style=\"font-weight: 400\">The completed reference checks and\/or letters of recommendation should be emailed to the Recruiter.<\/span><\/li>\n<\/ol>\n<\/li>\n<li><span style=\"font-weight: 400\">Once the background and reference-checking process is complete and satisfactory, the Recruiter will initiate the Offer Letter approval process in Workday.<\/span><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<\/div><\/div><\/div><\/div><div class=\"prpl-step\"><div class=\"prpl-step-number\"><span class=\"label-part\">Step<\/span> <span class=\"number-part\">4<\/span><\/div>\n<div class=\"prpl-step-content\"><div class=\"prpl-drawer\"><div class=\"prpl-drawer-header\">Direct Appointments<\/div><div class=\"prpl-drawer-content\">\n<p><strong>Step 4 Emergency or Direct Appointments<\/strong><\/p>\n<ol>\n<li><b> Emergency Appointments<\/b><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400\">In limited circumstances, there may be occasions when emergency appointments must be made. In such cases, the division Vice President must submit a written request, including a justification for the emergency appointment, to the Chief Human Resources Officer, along with a copy of the resume and the job description. Emergency appointments are considered temporary and, unless otherwise stipulated, ordinarily shall not exceed a one-year period.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>2. Direct Appointments<\/b><\/p>\n<p><span style=\"font-weight: 400\">In special circumstances, there may be occasions when a <\/span><a href=\"https:\/\/www.montclair.edu\/human-resources\/wp-content\/uploads\/sites\/181\/2025\/04\/Direct-Hire-Process_04.15.25.pdf\"><b>direct appointment<\/b><\/a><span style=\"font-weight: 400\"> must be made. In such cases, the hiring manager must confirm the position exists in Workday. The hiring manager will then proceed with the following steps:<\/span><\/p>\n<ol>\n<li><span style=\"font-weight: 400\">Initiate <\/span><a href=\"https:\/\/www.montclair.edu\/human-resources\/wp-content\/uploads\/sites\/181\/2025\/04\/Direct-Hire-Process_04.15.25.pdf\"><b>Create a Job Requisition<\/b><\/a><span style=\"font-weight: 400\"> with \u201cDirect Hire\u201d as the reason code.<\/span><\/li>\n<li><span style=\"font-weight: 400\">In the \u201cAttachments\u201d section, upload:<\/span>\n<ol type=\"a\">\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Candidate\u2019s resume<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Justification with a detailed explanation of the rationale for bypassing the standard search process (including reasons for why conducting a standard search is either impractical under the circumstances or otherwise in the best interest of the University)<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p><strong>Note:<\/strong> <span style=\"font-weight: 400\">Candidates who are appointed via emergency or direct appointment <\/span><b>must <\/b><span style=\"font-weight: 400\">meet the position\u2019s qualifications.<\/span><\/p>\n<\/div><\/div><\/div><\/div><div class=\"prpl-step\"><div class=\"prpl-step-number\"><span class=\"label-part\">Step<\/span> <span class=\"number-part\">5<\/span><\/div>\n<div class=\"prpl-step-content\"><div class=\"prpl-drawer\"><div class=\"prpl-drawer-header\">Onboarding<\/div><div class=\"prpl-drawer-content\">\n<p><strong>Step 5 Onboarding<\/strong><\/p>\n<p><span style=\"font-weight: 400\">For information about onboarding of new employees for hiring managers, visit the <\/span><a href=\"https:\/\/www.montclair.edu\/human-resources\/talent\/onboarding-employees\/\"><b>Onboarding Employees<\/b><\/a><span style=\"font-weight: 400\"> page.<\/span><\/p>\n<\/div><\/div><\/div><\/div><\/div>\n<p>* <span style=\"font-weight: 400\">Hiring divisions\/units <\/span><b>are <\/b><b>not<\/b><b> authorized<\/b><span style=\"font-weight: 400\"> to extend an offer or a conditional offer to any candidate.
