{"id":580,"date":"2022-03-17T15:12:13","date_gmt":"2022-03-17T19:12:13","guid":{"rendered":"http:\/\/www.montclair.edu\/iacuc\/?page_id=580"},"modified":"2024-10-15T13:47:09","modified_gmt":"2024-10-15T17:47:09","slug":"semi-annual-faqs","status":"publish","type":"page","link":"https:\/\/www.montclair.edu\/iacuc\/semi-annual-faqs\/","title":{"rendered":"Semi-Annual FAQs"},"content":{"rendered":"<p><span style=\"font-weight: 400\">The Guide for the Care and Use of Laboratory Animals, 8<\/span><span style=\"font-weight: 400\">th<\/span><span style=\"font-weight: 400\"> edition, indicates that the IACUC Committee is responsible for the oversight and evaluation of the entire program and its components including inspection of facilities and animal use areas.\u00a0 <\/span><a rel=\"noopener\" href=\"https:\/\/www.nal.usda.gov\/awic\/animal-welfare-act\" target=\"_blank\"><span style=\"font-weight: 400\">USDA regulations<\/span><\/a><span style=\"font-weight: 400\"> and <\/span><a rel=\"noopener\" href=\"https:\/\/grants.nih.gov\/grants\/olaw\/references\/phspolicylabanimals.pdf\" target=\"_blank\"><span style=\"font-weight: 400\">NIH PHS Policy<\/span><\/a><span style=\"font-weight: 400\"> for the use of animals in research, require<\/span><a rel=\"noopener\" href=\"http:\/\/montclair.edu\/iacuc\" target=\"_blank\"><span style=\"font-weight: 400\">\u00a0IACUCs<\/span><\/a><span style=\"font-weight: 400\"> to review the animal care program and inspect animal facilities and animal study areas at least every six months.<\/span><\/p>\n<h3>What is the purpose of the semiannual program review and facility inspections?<\/h3>\n<p><span style=\"font-weight: 400\">The IACUC is committed to the welfare of animals by ensuring compliance with all legal and ethical standards regarding the use of animals in research.<\/span><span style=\"font-weight: 400\">\u00a0 <\/span><span style=\"font-weight: 400\">As part of the Program Review, the IACUC will examine the entire animal care and use program, including its own policies and procedures.\u00a0 The Facility Inspections are conducted to ensure researchers are complying with the regulations relating to animal research, including evaluation of potential hazards and safety considerations for both animals and personnel<\/span><span style=\"font-weight: 400\">, housing, husbandry and procedures, and general laboratory maintenance.<\/span><\/p>\n<h3>Where do inspections take place?<\/h3>\n<p><span style=\"font-weight: 400\">The semiannual inspections review the CELS Vivarium housing and procedure rooms, PI research labs where animals are housed and used, and satellite facilities.<\/span><\/p>\n<h3>Who conducts the inspections?<\/h3>\n<p><span style=\"font-weight: 400\">The site visit team is composed of at least two members of the Montclair IACUC, one of which may be the Attending Veterinarian. Site visitors may ask questions about animal use as it relates to each project.<\/span><\/p>\n<h3>What can I do to prepare for the semiannual inspections?<\/h3>\n<p><span style=\"font-weight: 400\">The IACUC office will email Principal Investigators about two weeks prior to the scheduled semiannual inspection with the date and approximate time of the inspection, and with a list of findings from the previous two inspections.\u00a0 Researchers should review previous findings to ensure that findings aren\u2019t recurring and individuals have been trained to prevent repeat occurrence.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">For laboratories outside of the LAR, a laboratory representative must be present at the time of inspection to allow access to the committee.\u00a0 The representative must be knowledgeable about the laboratory and the research animal experimental procedures in order to answer any questions or provide requested information about research activities of that laboratory.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">For laboratories inside the LAR Vivarium, a research representative is welcome to be present for the inspection to answer any questions, however, this is not mandatory.\u00a0 An LAR representative will be present to lead the committee through the inspection.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The inspectors follow a facility inspection checklist prepared by the IACUC office in accordance with guidance from the <\/span><a rel=\"noopener\" href=\"https:\/\/olaw.nih.gov\/resources\/documents\/cheklist.htm\" target=\"_blank\"><span style=\"font-weight: 400\">Office of Laboratory Animal Welfare (OLAW)<\/span><\/a><span style=\"font-weight: 400\">. As such, investigators should be prepared to have available the following:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Most recently-approved full IACUC Protocol with approved procedures and personnel training\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">All animal identification, health, anesthesia, surgery, medical, procedural and post-operational records<\/span>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Euthanasia methods must be in accordance with <\/span><a rel=\"noopener\" href=\"https:\/\/www.avma.org\/sites\/default\/files\/2020-01\/2020-Euthanasia-Final-1-17-20.pdf\" target=\"_blank\"><span style=\"font-weight: 400\">AVMA Guidelines<\/span><\/a><span style=\"font-weight: 400\"> and IACUC-approved<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Aseptic technique must be adhered to and documented<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Drugs, including Controlled Substances, and Drug Records\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">DEA Controlled Substances storage must be double locked at all times (i.e. lockbox within a locked room, lockbox within a safe that is secured to the wall or floor, locked safe in a locked room, etc.) and logs must be present and accurate.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">All materials labeled to indicate the drug name, aliquot or other substance and expiration date or date made.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\"><span style=\"font-weight: 400\">Any expired items must be discarded or appropriately labeled &#8220;EXPIRED &#8211; Not for Use in Animals&#8221; and stored separately.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Animal use areas (including benchtop areas) cleared of all clutter and debris and clean and safe for use of animals, sanitation records and\/or SOPs may be requested.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Safety considerations e.g. sharps in sharps containers<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Husbandry procedures<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Cage cards, Housing records, daily room records and animal husbandry logs to ensure these meet the standards set forth in the<\/span><a rel=\"noopener noreferrer\" href=\"https:\/\/grants.nih.gov\/grants\/olaw\/guide-for-the-care-and-use-of-laboratory-animals.pdf\" target=\"_blank\"><span style=\"font-weight: 400\"> Guide for the Care and Use of Laboratory Animals<\/span><\/a><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Equipment service records<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Standard Operating Procedures (SOPs)<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Posted signs (e.g.,\u00a0Emergency Contact Lists, Reporting Animal Welfare Concerns, Incident Reporting)<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Any other items or information deemed pertinent to animal welfare and facility compliance<\/span><\/li>\n<\/ul>\n<h3>What is the schedule of inspections?<\/h3>\n<p><span style=\"font-weight: 400\">The Montclair IACUC conducts semiannual facility inspections twice a year, in October\/November and again in April\/May.\u00a0 The IACUC office will email Principal Investigators about two weeks prior to the scheduled semiannual inspection with the date and approximate time of the inspection.\u00a0 When a laboratory is outside of the LAR, a representative must be present as specified above.\u00a0 If an LAR research PI wishes to be present for the inspection and has time constraints, they\u00a0 should respond to the notification email promptly to make suitable arrangements.<\/span><\/p>\n<p><span style=\"font-weight: 400\">PI\u2019s will be emailed again the week of the inspection and given a confirmed time.<\/span><\/p>\n<h3>How will I be notified about findings in my lab?<\/h3>\n<p><span style=\"font-weight: 400\">Investigators with significant findings will be notified via email on the day of the inspection and given a date and plan for correction.\u00a0 Investigators with minor findings will be notified via email within 3-5 business days of the inspection and given a date and plan for correction, usually about a two-week timeframe. Each deficiency must be corrected by the date specified in the report and any requests for extensions should be sent to the IACUC office.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The IACUC staff will follow up with your lab until all deficiencies have been addressed and finalized.
