Fall 2020 Guidance for New and Current F-1 Students

Posted in: Office of International Engagement

Dear International Students,

On Monday, July 6, 2020 the Department of Homeland Security (DHS) issued new immigration guidance on in-person and on-line study for the Fall 2020.

Important Note: This new guidance would affect both new and continuing F-1 students for the upcoming fall semester; it does not apply to students currently on OPT or STEM OPT.

What Are the Rules

  • The new guidance does not allow international students to take only online courses and remain in the U.S. this fall semester.
  • All international students must take a minimum of one course, in the Fall 2020 semester, that meets the DHS in-person requirement, in addition to maintaining a full-time status. They can take the rest of their courses, in that semester, in any other modality (see below about our modality definition).
  • At Montclair State, modalities that meet the on-campus course requirement are: Face-to-Face (designated as Hawk2Hawk), Cooperative Education, Dissertation/Thesis or Independent Study.

Please Note: These are current regulations, which are subject to change. Montclair State will closely monitor any federal update and keep you informed. Updates will also be posted on the International Engagement website.

What Are Our Campus Modalities?

To limit the spread of COVID-19 Montclair State University has developed a range of modalities for all students in the fall 2020 semester. You can find more information about the different modalities on the Red Hawk Central website. We are working with our colleges and schools to review each international student’s schedule to make sure each of you is in compliance with DHS standards.

Registration reopened on Friday, July 10. You can see your courses and their modality. The International Engagement Office is working closely with the College/School Dean’s offices reviewing all course schedules of our international students, over the next several weeks. We will be in touch with students regarding any necessary schedule changes. If you have any other questions contact the International Engagement Office at
