Parking Registration Information for Students!

A message from Perry Eggleston, Director of Parking Services:

Dear Students:

I am pleased to provide you with information relative to the Parking registration process for the 2013-2014 academic year.  I ask that you carefully read this entire e-mail, as it contains a great deal of new and important parking information along with registration schedules.

Some Exciting Highlights!

  • Commuter and Resident surface lot permits prices will not increase this year!
  • Resident Permits will be honored in all commuter lots overnight (7:30 pm-7:30 am) and on weekends!
  • Commuters can purchase an overnight permit for any commuter lot via Pay-by-Phone using location code 4040.
  • Visa credit-cards are now accepted on-line!
  • A limited number of Resident Permits are available for sale to Heights Residents for the exclusive use of Lot 22! 

Parking Permit Options and Changes to Lots

It is the responsibility of all students who procure a parking permit to read and abide by the Parking Regulations document located at and to ensure that all vehicle information is up-to-date. 

  •  Commuter Student Parking 
    • Commuter Student Permit Options:
      • General (yellow) surface lot permits - will enable you to park in all general (yellow) surface lots and the CarParc Diem deck.
      • Red Hawk Deck parking permits – Only sophomores, Juniors, Seniors and Graduate commuter students will have an opportunity to purchase a Red Hawk Deck permit.  Sophomore status is defined as 30 earned credits at the time of parking registration. Please note that the supply of Red Hawk Deck permits is limited, and will be sold on a first-come, first-served basis.
    • Commuter Student Lot Changes:
      • CarParc Diem is closed from 2:00 am until 6:00 am daily (Overnight Permits are not valid)
      • Lot 28S is a dual-use lot for commuters and residents.  However, commuter permits are not allowed between 2:00 am and 6:00 am without the purchase of an overnight permit.
      • Commuter students may purchase a daily overnight permit for any general lot by using Pay-By-Phone using location code 4040.
      • Lot 23 south has been designated as Faculty/Staff Parking.
      • Lot 60 has been increased by 140 spaces.  Shuttle buses have been equipped with “Next Bus” technology which enables you to see where the buses are from your smart phone or computer and get bus arrival times via text message!
  • Resident Student Parking
    • Resident Student Permit Options
      • Resident (RH) surface lot permits - available to Sophomore, Junior, Senior, and Graduate Resident students of the Heights Residence Halls.  This will enable you to park in Lot 22 ONLY, and to access general (yellow) surface lots overnight (7:30 pm-7:30 am) and on weekends only.  These permits are more expensive than the other resident permits as they are sold on a 1 permit to 1 space ratio.  The first 98 Heights residents will have exclusive use of Lot 22. 
      • Resident (R) surface lot permits – available to Sophomore, Junior, Senior, and Graduate Resident students and will enable you to park in all resident (R) surface lots, except Lot 22, and will now include access to general (yellow) surface lots overnight and on weekends only.
      • Red Hawk Deck Permits - Current Red Hawk Deck permit holders will be eligible to renew beginning July 1, 2013. Those students who are not current Red Hawk Deck permit holders may register for a new Red Hawk Deck permit beginning August 1, 2013, starting with students already on our waiting list will be advised via email to go on-line and make their purchase first.  After which, sales are on a first come, first served basis. 
      • Freeman/Russ Residents – Sophomore, Junior, Senior, and Graduate students from Freeman Hall or Russ Hall can purchase a Red Hawk Deck permit beginning August 1.

§ To qualify as a sophomore, one must have a minimum of 30 earned credits at the time of parking registration.

  • Resident Student Lot Changes:
    • Reinstating the RH Resident Permit for Lot 22 – Residents of the Heights will be eligible to purchase a RH permit on a first-come, first-served basis.  There is a limited number of these permits as the permit to space ratio is 1:1.  Therefore, a premium price of $375/each will be charged.  In addition, Heights Residents are eligible for a Resident Permit that allows you to park in Lots 27, 28S, 29, 41, 45, 46, 47, 48, 49.  These permits remain at $325/each.   
    • IMPORTANT NOTE FOR RESIDENT STUDENT PERMIT HOLDERS: Weekends beginning Friday at 5:00 pm until Monday 7:30 am, and weekdays from 7:30 pm until 7:30 am, resident students who possess a Resident Heights (RH)  or Resident (R) Surface Lot permit will be allowed to park in any Commuter Lot, except CarParc Diem.
  • Short-term Parking
    • Off-Peak Permits Permits resident guests will be available through Pay-by-Phone. Passes will allow the vehicle to park in any Commuter or Resident Lot using location code 4040, except CarParc Diem, weekdays from 7:30 pm -7:30 am and weekends from Friday at 5:00pm until Monday at 7:30 am.
    • Metered Spaces – All metered spaces have been moved to Lot 20A, next to the Recreation Center, and will be enforced 365 days a year, 24 hours a day, 7 days a week. There is a maximum time limit of 90 minutes during peak times (M-Th 7:30 am – 7:30 pm; F 7:30 am - 3:30 pm) and 180 minutes during off-peak (all other times).

Changes to Parking Policies and Procedures

  • I wish to highlight one of the more significant changes that have been incorporated this year:
    • Commuter Overnight Parking – Commuter permits are not valid from 2:00 am – 6:00 am daily in any surface lot or CarParc Diem.  As referenced above, if you desire to park overnight with a commuter pass, you will need to purchase an overnight permit via Pay-by-Phone or park in the Red Hawk Deck.  CarParc Diem is no longer a 24 hour parking facility.

*Red Hawk Deck Permits are in high demand and of limited quantity.  Current permit holders will be notified as to the renewal process via their MSU email account. New permit sales will begin on August 1, 2013.

Freshmen Resident students do not have access to on-campus parking except for off-peak permits.   However, we also have Zipcar service available on campus, as well as public transportation options.
