University Policy on Travel During the Pandemic


Travel is a known risk factor for the spread of COVID-19. To help protect the health of every member of our campus community, the University has created guidelines about travel that reflect the most recent guidance from federal and state public health authorities. All of us have a role to play in keeping each other safe, including following this policy to reduce the risk of bringing the virus onto campus after travelling.

Policy Statement

Montclair State University will follow the guidance of the Centers for Disease Control and Prevention and the State of New Jersey Department of Health regarding travel during the pandemic.


This policy applies to all university-related travel as well as personal travel during the pandemic. All students and employees are required to follow this policy. 

Current Procedures

  1. University-related Travel

All University-related travel must be approved in advance by your dean or vice president.

Employees and students who are fully vaccinated may travel domestically for university-related reasons. Travellers must submit proof of full vaccination through Vax Check (employees) or the My Health Portal (students) prior to submitting their travel request.

Approval for University-related may be withheld or rescinded if the county you will be visiting is experiencing a High level of community transmission as reported on the CDC’s COVID Data Tracker. Travellers must make arrangements that are fully refundable to the extent possible. If the University rescinds your travel arrangements, you will not be responsible for any non-recoverable costs.

People who are not vaccinated, including employees who have not submitted proof through Vax Check, are not permitted to travel for University-related reasons, other than within NJ and the three contiguous states (NY, PA, DE), and only when such travel is deemed essential.

The general ban on all international travel for university purposes remains in effect, but special exceptions for fully vaccinated employees and students may be made by the Provost in consultation with the relevant Vice President or Dean, and the Occupational Health Department (for employees) or the University Health Center (for students), which will advise regarding the COVID situation in the destination country.

With the uncertainty around COVID, all travelers should make fully refundable arrangements to the extent possible.


  1. COVID Safety Requirements for Domestic Travel 

These requirements come from the CDC and apply to all travel, regardless of whether it is University-related or personal.

Domestic travel is defined as travel to any U.S. states or territories beyond New Jersey, New York, Pennsylvania or Delaware that lasts for more than 24 hours. 

Requirements for fully vaccinated people:

After Travel (vaccinated)

  • Complete Hawk Check before returning to campus
  • Self-monitor for COVID-19 symptoms
  • Isolate and get tested if you develop symptoms
  • Follow all federal, state and local recommendations or requirements

Requirements for unvaccinated people (including students and employees who have obtained exemptions from the University, as well as employees who have not submitted proof of vaccination through Vax Check):

Before Travel (unvaccinated)

  • Get tested with a viral (PCR) test 1-3 days before your trip.
  • Notify your supervisor and discuss the need to quarantine for 7 to 10 days after you return to New Jersey.

After Travel (unvaccinated)

    • Complete Hawk Check before returning to campus
    • Get tested before returning to campus with a viral PCR test 3-5 days after travel. Do not come to campus and enter quarantine for 7 days if you have a negative test result. If you did not get tested, quarantine for 10 days.
    • Self-monitor for COVID-19 symptoms
    • Isolate and get tested if you develop symptoms.
    • Follow all federal, state and local recommendations or requirements.


  1. COVID Safety Requirements for International Travel

International travelers must follow current CDC guidelines as well as any regulations imposed by their destination. Currently these include not travelling internationally if you are not fully vaccinated, getting tested before leaving the country and before returning, and following any restrictions imposed by the destination you are visiting.


  1. Personal Travel

The University does not require employees to obtain the approval of their supervisor for any personal travel. However, employees must follow the  COVID safety procedures specified above, including quarantining for the specified amount of time after returning to NJ.
