About Raymond Pepperman

Ray Papperman has more than thirty years of experience as a lawyer, most recently as Deputy Advisor to the Commissioner at the DEP. In addition to advising the Commissioner, Ray is the Director of the Office of Dispute Resolution, DEP’s Ethics Liaison Officer and acts as DEP’s liaison with the Division of Law on various matters. Previously, Ray’s practice focused on Environmental Law and litigation, Alternate Dispute Resolution and Land Use.  

Ray has extensive experience in Alternative Dispute Resolution, especially in the environmental and construction areas. He was named to the New Jersey Judiciary's roster of mediators for the statewide mediation program, focusing on these areas prior to coming to the NJDEP.  Ray is also a master of the New Jersey American Environmental Inn of Court, where he continues to serve on the Executive Committee. Ray attended Cornell University and is a graduate of Hobart College. He received his J.D. from Tulane University Law School. He is admitted to the bar in New Jersey, the Third Circuit Court of Appeals and the U. S. Supreme Court.
