Cooperative Purchasing Contracts

The State of New Jersey has approved the use of nationally recognized, governmental sponsored cooperatives. Below is a list of the reviewed and approved cooperatives that can be used by University departments along with instructions and requirements for purchasing from them.

  • The use of cooperative contracts eliminates the need to obtain competitive quotes up to $33,000. You will still need to obtain a quote from the selected supplier. These cooperatives also eliminate the need to issue public bids and RFP waivers of advertising over $33,000.
  • Any procurement over $500,000 must be submitted to the Board of Trustees for approval.

1.) Educational Services Commission of New Jersey (ESCNJ)

“The Educational Services Commission of New Jersey Cooperative System (ESCNJ) has been in existence since 1977, and has grown to become the largest cooperative pricing system in New Jersey. With over 1,100 members, participants include school districts, colleges, universities, municipalities, county governments, housing authorities, libraries, fire districts and more.”

What is needed to purchase from this cooperative?

  • Montclair State University Supplier Create Form from selected ESCNJ supplier
  • W9 from selected ESCNJ supplier
  • Quote from selected ESCNJ Supplier must reference the ESCNJ contract number
  • Montclair State University's Terms & Conditions signed by ESCNJ supplier

If the University already has a supplier under contract for the services you are searching for, the standing University Contract supersedes the ESCNJ cooperative terms and conditions.

2.) National Association of State Procurement Officials (NASPO)

“NASPO ValuePoint is a cooperative purchasing program which facilitates public procurement solicitations and agreements using a lead state model. We are a non-profit organization dedicated to providing State Chief Procurement Officers with the support and procurement resources they need.”

What is needed to purchase from this cooperative?

  • Montclair State University Supplier Create Form from selected NASPO supplier
  • W9 from selected NASPO supplier

If the NASPO supplier is listed as having New Jersey as a “Participating Addenda State”

  • No procurement certifications or documents are required from supplier

If the NASPO supplier does not have New Jersey listed as a “Participating Addenda State”, the following certifications or documents are required from supplier:

  • New Jersey Business Registration Certificate
  • New Jersey Chapter 51/EO117 Approval
  • AA302 / Certificate of Employment Information Report
  • Quote from selected NASPO supplier must reference the NASPO contract number
  • Montclair State University's Terms & Conditions signed by NASPO supplier

3.) U.S. Communities Government Purchasing Alliance

“U.S. Communities is the leading national cooperative purchasing program, providing world-class government procurement resources and solutions to local and state government agencies, school districts (K-12), higher education institutions, and nonprofits looking for the best overall supplier government pricing.”

What is needed to purchase from this cooperative?

  • Montclair State University Supplier Create Form from selected U.S. Communities supplier
  • W9 from selected U.S. Communities supplier
  • If U.S. Communities supplier partner has a “Vendor LFN Packet” on cooperative’s website database:
    • Only Chapter 51 / EO117 status of supplier needs to be verified or applied for.
  • If U.S. Communities supplier partner does not have a “Vendor LFN Packet” on cooperative’s file the following certifications or documents are required from supplier:
    • New Jersey Business Registration Certificate
    • New Jersey Chapter 51/EO117 Approval
    • AA302 / Certificate of Employment Information Report
    • Quote from selected U.S. Communities supplier must reference the U.S. Communities contract number
    • Montclair State University's Terms & Conditions signed by U.S. Communities supplier

If the University already has a supplier under contract for the services you are searching for, the standing University Contract supersedes the U.S. Communities cooperative terms and conditions. 

4.) National Joint Powers Alliance (NJPA)

“National Joint Powers Alliance® (NJPA) is established as a public agency serving our member agencies across the United States and Canada as a municipal contracting agency. NJPA operates under the enabling authority of Minnesota Statute 123A.21. This statute was created in 1976 to serve education entities and revised in 1995 to allow cities, counties, local governments and non-profits to benefit from the use of service cooperatives.”

  • W9 from selected NJPA supplier
  • The following certifications or documents are required from supplier:
    • New Jersey Business Registration Certificate
    • New Jersey Chapter 51/EO117 Approval

    • Quote from selected NJPA supplier must reference the NJPA contract number

5.) Purchasing Association of Cooperative Entities (PACE)

“The Purchasing Association of Cooperative Entities (PACE) is designed to give its members additional awarded contract tools to assist their entities in meeting bidding requirements, saving valuable staff resources.  PACE finds vendors to assist members in meeting their operation goals and save funds when obtaining best value supplies.”

  • The following certifications or documents are required from supplier:
    • New Jersey Business Registration Certificate
    • New Jersey Chapter 51/EO117 Approval
