Faculty Personnel Procedures Support

This site provides guidance to support full-time faculty as they prepare for reappointment, tenure, promotion, sabbatical, range change, and other personnel actions. Adjunct faculty appointment occurs on a semester-by-semester basis and is managed by department, school, and college, though also governed by collective bargaining agreements.

Personnel Procedures & Resources

Timelines and official templates for all personnel actions for Tenure-Track and Teaching Faculty are maintained on the Administrative Calendar, which is updated every summer. Timelines are negotiated by the University and AFT Local 1904, and require careful attention by candidates and reviewers.

Almost all personnel procedures are executed through the Interfolio system. With some variation by process, the Inferfolio process begins with a case assignment by Academic Personnel Services.

Faculty Roles and Expectations, revised in 2026, provides university-level articulation of Montclair’s values and priorities for its excellent faculty. They are the criteria that are used in faculty personnel actions.

Teaching Faculty Reappointment and Promotion

Teaching Faculty Reappointment is guided by Collectively Negotiated Agreements, found on the HR website. Several agreements (state and local) and additional MOAs govern these processes; the Teaching Faculty October 2024 agreement outlines many of the TF specific processes.

Teaching Faculty Reappointment and Promotion Resources

  • A note about Promotion: For Teaching Faculty, reappointment and promotion are linked at the point at which they are eligible for a five-year appointment (see agreement, 4.6 Promotion): “Members of the Teaching Faculty, except with the rank of Teaching Professor, having completed a minimum of four (4) years of service in rank, and reappointment to a five-year (5-year) appointment[,] shall be promoted to rank upon reappointment.”  Thus, there are no additional guidelines for promotion.
  • University criteria for teaching faculty reappointment are outlined in Faculty Roles and Expectations – Teaching Faculty should ignore the Scholarship section, which does not apply.
  • Teaching Faculty seeking reappointment should attend an informational session offered by the Provost’s Office through the OFE Workshop system. In addition, AFT Local 1904 offers support for their members.
  • OFE Faculty Developers are available by appointment to review narratives and provide suggestions on supplementary materials in an advisory capacity. TF are solely responsible for the materials they submit. We suggest you send drafts to your faculty developer in advance.
  • Teaching Faculty can also review archived slides that include embedded videos from earlier sessions.
  • Teaching as Reflective Practice – These materials support reflective practice on teaching, activities that are best engaged in throughout the period between reappointments. See especially

Range Adjustment (Range Change)

Information about the Range Adjustment program is available on the Provost’s website under the section Administrative Forms/Personnel Actions; see especially Range Adjustment Criteria (09.09.2025).

All applications for Range Adjustment will be through Interfolio. If you intend to apply for a range adjustment, contact Mary Colon in advance of the application deadline so an Interfolio “case” can be opened for you.

Sabbatical Leave

Sabbatical Leaves Procedures are guided by Collectively Negotiated Agreements, which can be found on the HR website. Several agreements (state and local) and additional MOAs govern these processes, including:

Sabbatical Eligibility

  • Tenured faculty and librarians who have completed a period of six (6) or more years of service are eligible to apply for sabbaticals
  • Sabbatical leaves are granted no more than once every 7 years.

Resources

It is highly recommended that interested faculty consult their peers who have had successful sabbatical leave applications. In addition, faculty should consult their chair or director, and may also seek advice from their dean or associate dean.

Teaching Faculty Advancement Program (TFAP)

TFAP procedures are guided by Collectively Negotiated Agreements, which can be found on the HR website, and in particular by the Teaching Faculty October 2024 agreement.

TFAP Eligibility

  • Teaching Faculty who are in a five-year appointment or will be appointed into a five-year appointment in the academic year for which the reassigned time is being requested.

Faculty Personnel Evaluator Resources for PACs, Chairs, Directors, and Deans

Faculty personnel actions are guided by Collectively Negotiated Agreements, which can be found on the HR website. Several agreements (state and local) and additional MOAs govern these processes, and all reviewers – faculty committees, faculty leaders (chairs, associate directors of faculty, and school directors) are responsible for understanding and following these procedures and additional guidance or directives that may be embedded in department or school by-laws.

Each college/school dean has an appointed person – typically an associate dean – who is the first person that reviewers should consult when they have a question regarding procedures. When that person needs further guidance, they will seek out support from the Assistant Vice President for Personnel Services, Mary Colon (procedures, contract questions, questions about the Interfolio platform), and the Associate Provost for Faculty Affairs, Emily Isaacs (questions about the review process, evaluation, or protocol).

Faculty personnel review requires utmost professionalism, conscientiousness, and confidentiality, and thus, reviewers at every level should seek out opportunities to develop and hone their skills in this area.

  • The relevant workshops, slides, and materials are located in other sections of this page as they directly relate to particular processes (i.e., TF reappointment, TT tenure, etc.)
  • The criteria for promotion are outlined in Faculty Roles and Expectations. Criteria for Evaluation of Full-Time Librarians are listed in the March 2025 external letters settlement agreement.
  • Workshops and Information sessions at the OFE Workshop system.
  • Reviewers should be familiar with the guidance provided by OFE and other offices as it relates to teaching, research, and service development, detailed in previous sections.
  • All university full-time faculty are expected to participate in the important work of peer observation of teaching, whether it’s review of adjunct faculty, TT faculty, or TF up for reappointment. Providing a cogent teaching observation that provides the reviewed faculty member with concrete information to support their continued development, as well as judgment, requires skill and practice, and is much aided by thoughtful consideration and discussion among colleagues.  These resources should also be helpful
