2020 Open Enrollment

The State Health Benefits Program (SHBP) Open Enrollment period for employees begins on October 1, 2019, and ends on October 31, 2019.


Open Enrollment is your opportunity to revise your medical, dental, and flexible spending account. All changes made during Open Enrollment will be effective January 1, 2020.

Changes to Medical Plans for 2020

Effective January 1, 2020, the State of New Jersey has selected Horizon Blue Cross Blue Shield of New Jersey as the SHBP plan administrator, therefore, employees currently enrolled in Aetna medical plans will automatically be enrolled into the corresponding Horizon medical plan.

For example, employees enrolled in the Aetna Freedom 15 plan will be automatically moved to the Horizon NJ DIRECT15 plan. Aetna will continue to administer the Aetna Dental Expense Plan (DEP), Aetna DMO, and Medicare Advantage Plans for retirees.

Open Enrollment Forms

Open Enrollment forms must be completed and submitted to the Benefits Office no later than October 31, 2019.  You can return your Open Enrollment forms and required documentation via:

  • Workday: Starting Thursday, October 3 – log into Workday to complete your Open Enrollment Change task. There will be instructions, in workday, to help you navigate the process.  
  • On-Campus Location: The Human Resources satellite office is located at Dickson Hall, Room 143. There will be with a representative to assist with uploading documents to Workday, and answering Open Enrollment questions. The on-campus office will be open from 8:30 am – 4:30 pm, Monday through Friday, from October 1, 2019 – October 31, 2019.

After October 31, 2019, coverage changes may only be made if you have a qualifying life event. A qualifying event election may be used only to add dependents to your current plan. You are not permitted to add or change your plan.  Please take this into consideration as changes and corrections are only permitted during Open Enrollment or within 60 days of a qualifying event (i.e. getting married or having a baby).

Medical Plans

The medical plans available to employees for Plan Year 2020 are listed below. Please note that not all plans are available to all employees.

CWA Employees

Medical Plans: CWA Unity DIRECT/CWA Unity DIRECT 2019*; Horizon OMNIA Health Plan, Horizon HMO**, NJ DIRECT HD1500; NJ DIRECT HD4000

*Members hired prior to July 1, 2019, will be enrolled in CWA Unity DIRECT. Members hired after July 1, 2019, will be enrolled in CWA Unity DIRECT 2019.

**The service areas for Horizon HMO are limited to New Jersey and bordering counties of Pennsylvania, Delaware, and New York.

IFPTE/ AFSCME Employees

Medical Plans: NJ DIRECT/NJ DIRECT 2019*, Horizon OMNIA Health Plan, Horizon HMO**, NJ DIRECT HD1500; NJ DIRECT HD4000

*Members hired prior to July 1, 2019, will be enrolled in NJ DIRECT. Members hired after July 1, 2019, will be enrolled in NJ DIRECT 2019.

**The service areas for Horizon HMO are limited to New Jersey and bordering counties of Pennsylvania, Delaware, and New York.

Other Employees

Medical Plans: NJ DIRECT15; NJ DIRECT1525; NJ DIRECT2030; NJ DIRECT2035; Horizon OMNIA Health Plan*, Horizon HMO*, NJ DIRECT HD1500; NJ DIRECT HD4000, NJ DIRECT/NJ DIRECT 2019**

**Members hired prior to July 1, 2019, will be enrolled in NJ DIRECT. Members hired after July 1, 2019, will be enrolled in NJ DIRECT 2019.

Dental Plans

There are no dental plan changes for Plan Year 2020. Dental coverage is offered to all eligible employees through the six plans available.

Prescription Coverage

Generic Mail Order Incentive
To encourage member utilization of mail order services for generic drugs, the SHBP Plan Design Committee (PDC) approved a resolution to reduce the copayment for generic prescriptions. Beginning November 1, 2019, active State employees will pay $0 for a 90-day supply of Generic prescriptions filled through the mail service program.

Waive Coverage

Complete a Health/Dental Enrollment and/or Change Form and an SHBP State Waiver form. Select waive option for all benefits you would like to opt out of. Completed forms must be returned to your benefits coordinator for certification.

To waive coverage effective January 1, 2020, please indicate “Open Enrollment” on the Waiver form, otherwise the waiver will be processed on a timely basis prior to January 1, 2020.

Members represented by IFPTE, AFSCME, and CWA should use Health Benefit Enrollment and/or Change Forms specific to their union.

Tax$ave Flexible Spending Account

Employees’ Tax Savings Program, Tax$ave, lets you set aside before-tax dollars to pay for certain medical, dental, and dependent care costs. See our fact sheet Tax$ave, for details about eligibility.

You must re-enroll in a Flexible Spending Account (FSA) each plan year to participate, plans do not renew automatically.

NJWELL

NJWELL is open to employees who are enrolled in the SHBP. Spouses and eligible partners can also participate, as long as they are covered by a SHBP plan. Members in the CWA Unity DIRECT or NJ DIRECT plans can earn up to $350 in rewards, while participants in the other plans offered by the SHBP can earn up to $250 in rewards based on points earned from participation in NJWELL. The current NJWELL 2019 Plan Year will be ending on October 31, 2019.
